The reasons
- The hall was only approved for storage, not for cultivation or distribution.
- Lack of infrastructure: no water or sewage connection.

What does that mean?
The ruling is not yet legally binding, but it clearly shows that a permit alone is not enough – building regulations must also be met. This effectively blocks all clubs in Bavaria for the time being.
