🌿 EU opens hemp market: Industrial hemp flower recognized as agricultural product from 2027

The European Union is preparing a significant step for the hemp industry: From the year 2027 should the Industrial hemp flower officially recognized as an agricultural product. This allows farmers to receive funding from the Common Agricultural Policy (CAP / Common Agricultural Policy; CAP) use, and an entire part of the hemp plant receives legal security and economic recognition.


Background & current status

  • Until now, parts of the hemp plant such as Seeds, fibers and stems The flower remained excluded from the CAP, despite its use in many applications (e.g., as CBD flower, cosmetics, food, and flavoring products).

  • National implementationMember states must transpose EU regulations into national law. How quickly and in what form this happens varies. There may be resistance, especially in countries with previously more restrictive regulations.

  • Product law restrictions: Even if flowering is recognized, product types such as food, cosmetics or vaping products remain regulated – depending on national law and EU requirements.

  • Quality standards & controlHow are safe cultivation, laboratory controls, certification, and residue control handled? These details must be clearly defined to ensure consumer safety.
